ABPmer appointed Designated Person for Port of Milford Haven

ABPmer has been appointed by the Port of Milford Haven to the role of Designated Person, in support of Port Marine Safety Code requirements.

This article refers to the 2016 Port Marine Safety Code. For information on the 2025 Ports & Marine Facilities Safety Code (still known as the PMSC), please see our Briefing Note Ports & Marine Facilities Safety Code Update

Milford Haven is Wales’ largest port, covering over 70 miles of coastline, and a strategically important UK energy hub capable of delivering 30% of the UK’s gas demand.

The Port of Milford Haven is a Trust port, responsible for the safe and efficient movement of all vessels within its jurisdiction. This includes deep-water oil and gas terminals, Pembroke Port and Milford Dock and Marina.

As the Statutory Harbour Authority, the Port recognises that marine safety management is critical to its ongoing success and development.

The Port Marine Safety Code (PMSC) is the national standard for every aspect of port marine safety. A central requirement of the Code is that risk management processes are used to inform the implementation of a marine safety management system (MSMS). The Code recommends the appointment of a DP to provide independent assurance to the Duty Holder that the MSMS is working effectively and is compliant with the Code.

Monty Smedley, Head of Maritime at ABPmer said:

“We are delighted to be working with the team at the Port of Milford Haven. Our assurance service includes a comprehensive review of the MSMS and associated procedures to provide reassurance that the Authority is fully compliant with the Code.”

Mike Ryan, Marine Director & Harbourmaster at the Port of Milford Haven commented:

“We are delighted that ABPmer has been appointed Designated Person for the Port. They have extensive expertise in port marine safety management which is paramount to us; safety is a core value and central to everything that we do.

Milford Haven is the largest energy port in the UK with a mix of commercial and leisure traffic transiting the waterway 24 hours a day, so it’s essential that our procedures are assessed regularly to ensure that the highest standards of navigational safety and environmental protection are maintained.”
